Photo: GiftCardGranny [GiftCardGranny](https://giftcard.news/company/giftcardgranny/) announced an alliance with the [National Cyber-Forensics and Training Alliance](https://giftcard.news/organization/national-cyber-forensics-and-training-alliance/), or NCFTA, on April 26, 2017, to improve information sharing about suspected online gift-card fraud. The initiative targeted risk signals that merchants, banks and gift-card exchanges could use when assessing transactions. [\[S01\]](#article-source-1) ## Following risk across more than one transaction The announcement described a pattern in which stolen payment credentials could fund a gift-card purchase before the card was offered to an exchange. It proposed sharing high-risk attributes and bringing intelligence into GiftCardGranny’s partner dashboards. [Jason Wolfe](https://giftcard.news/person/jason-wolfe/) was identified as GiftCardGranny’s CEO and [Matt LaVigna](https://giftcard.news/person/matt-lavigna/) as the NCFTA’s president and CEO at the time. [\[S01\]](#article-source-1) The operational issue is a gap in visibility. One participant may see how a card was purchased, while another sees an attempt to resell it. Each decision can look different when examined alone. It did not publish a measured decline in losses, the number of cards stopped or an independent evaluation of the alliance. [\[S01\]](#article-source-1) For a marketplace, an alert is useful only if the receiving team knows how to act on it. An operator evaluating shared intelligence would need to examine signal freshness, the meaning of a match and the review path for a legitimate customer caught by mistake. Those questions determine how a broad commitment to cooperation becomes a workable transaction control. ## The historical agreement’s significance Our assessment is that the alliance illustrates a coordination problem in prepaid commerce: a product can move between businesses while the evidence about its origin remains fragmented. More information is not automatically better information. What matters is whether participants can connect an actionable risk to the transaction in front of them without treating every resale as suspicious. The 2017 announcement documents an effort to build that connection.
