Photo: SpotOn / Unsplash Kansas Attorney General Kris Kobach issued a cease-and-desist letter on September 25 over alleged use of $5 Starbucks gift cards to encourage voter registration, according to an agency release carried in full by KZRG. The release says the action followed a complaint about May registration drives at Lansing and Leavenworth high schools. It alleges that public posts and a table sign connected the cards to students registering to vote. The attorney general's account says the letter directs the Leavenworth County League of Women Voters to stop offering items of value in connection with registration or voting, preserve relevant records and identify other instances. It requests a written response within 30 days and says the matter is being referred to the United States Attorney for the District of Kansas for investigation and review. ## League says Kansas leadership is cooperating In a September 28 first-party statement, the [League of Women Voters of the United States](https://giftcard.news/organization/league-of-women-voters-of-the-united-states/) said it was aware of the allegations and understood that Kansas leadership was cooperating fully with the inquiry. The organization reaffirmed its commitment to election-law compliance and nonpartisan registration work. Cooperation is not an admission of wrongdoing. The new event is the enforcement inquiry and referral, rather than a criminal conviction or a new gift-card issuance program.
