The [U.S. Attorney's Office for the District of Kansas](https://giftcard.news/organization/u-s-attorney-s-office-for-the-district-of-kansas/) announced the plea on September 23\. [\[S01\]](#article-source-1) [David Alan Boutte](https://giftcard.news/person/david-alan-boutte/), 60, of Olathe, admitted one count of theft or receipt of stolen mail. Prosecutors identify him as an employee of the Blue Valley Post Office in Overland Park. His sentencing is scheduled for January 15, 2027\. The announcement does not disclose the cards' brands, balances or combined value. [\[S01\]](#article-source-1) ## A count of cards, not a calculation of losses The distinction matters for the gift-card industry. The 141 cards describe items found during searches, not a published tally of redeemed stolen value. Prosecutors separately reported finding $1,624 in cash and approximately 1,700 stamps. The cash figure must not be treated as the value of the cards or added to an assumed card balance. [\[S01\]](#article-source-1) Nor does the release establish how many customers were affected, whether the cards had been activated, or whether any balance was subsequently spent or restored. Those omissions leave the financial impact unresolved. They do not diminish the confirmed criminal development: a guilty plea in a case involving mail addressed to other people. ## A neighbour's report led to the investigation The inquiry began in January 2026 after a witness reported seeing Boutte throw away brightly coloured envelopes that appeared to contain greeting cards. The witness found opened, postmarked letters addressed elsewhere. Investigators from the [U.S. Postal Service Office of Inspector General](https://giftcard.news/organization/u-s-postal-service-office-of-inspector-general/) and the [Olathe Police Department](https://giftcard.news/organization/olathe-police-department/) then examined discarded material on two occasions in February and found further opened mail. Alongside the cards, cash, stamps and other people's letters, investigators found a postal facility key and an arrow key used to open certain communal mail receptacles. The release does not explain whether either key was used to obtain the stolen mail. The September plea is the new development; the searches took place six months earlier. Its Office of Inspector General investigates crimes and misconduct involving postal employees and contractors, including internal mail theft. That is distinct from proving a weakness in a retailer's gift-card processing system. This is an implication of the delivery model, not a finding that a particular retailer or fulfilment provider failed in this case. The complaint route also affects how quickly that gap becomes visible. [\[S03\]](#article-source-3) ## What the plea does not establish A single prosecution cannot show how common gift-card mail theft is, whether it is increasing, or whether digital delivery would have prevented every loss associated with this case. The announcement supplies no industry-wide denominator and identifies no commercial gift-card distributor. The next concrete legal step is sentencing. Until further information is released, the reportable position is specific: a postal employee has admitted a mail-theft offence, investigators found 141 gift cards, and their financial value remains undisclosed. For gift-card operators, the relevance is the physical custody of stored value, without turning one case into an unsupported claim about the whole market.
