The September 29 disclosure combines the new users with seven municipalities renewing arrangements dating from fiscal 2023, 2024 or 2025\. It describes adoption for the current financial year, rather than asserting that every contract was signed on the announcement date. The municipalities range from Muroran and Ishikari in Hokkaido to Nishinomiya in Hyogo. Giftee supplies customized versions of its giftee Box product alongside tools for distributing benefits to residents, adapting both the available gifts and the delivery process to each local authority. ## New and returning authorities use the same infrastructure The national total comprises thirteen newly adopting municipalities and seven returning users. The returning group includes Muroran and Ishikari, which Giftee dates to fiscal 2023, Nisshin and Nishinomiya from fiscal 2024, and Kunitachi, Inagi and Tajimi from fiscal 2025\. Those dates describe the supplier relationship: the [Children and Families Agency](https://giftcard.news/organization/children-and-families-agency/) says the current statutory benefit framework began in fiscal 2025, succeeding the earlier childbirth and childcare grant scheme. Municipalities administer the payments. The agency’s current guidance allows locally offered coupons as an alternative to cash. Its April 24, 2026 implementation document says authorities offering coupons must present the cash or coupon choice and obtain the recipient’s consent. The benefit amount is public support for the resident; it is not a fee paid to Giftee. Giftee's offering translates an allocated benefit into a choice of digital value. Depending on the local configuration, recipients can combine several gifts within their available points or select a single item. The company cites baby and children's clothing tickets, childcare-service tickets and codes for online shopping among the relevant options. The platform can also include [Seven Bank](https://giftcard.news/company/seven-bank/) ATM cash collection, allowing a recipient to select cash alongside gifts or mobile-payment points. This is an optional local configuration, not evidence that all 20 municipalities offer identical redemption choices. Giftee says authorities can also add electronic vouchers restricted to facilities or services in a particular area. The local descriptions show why configuration matters. Muroran’s page, updated March 27, offers digital gifts or cash and warns that bank transfer can take about two months. Fuchu’s May 13 update describes cash or an online gift that also permits ATM cash collection. These are examples of local delivery options, not evidence that every municipality has the same process or that the published waiting time is an observed service average. The commercial role extends beyond supplying a gift catalog. Distribution can include email, a QR-code card, postal delivery or a face-to-face handover using giftee Direct. Giftee says all 20 municipalities adopted distribution solutions as well as digital gifts. Giftee also offers supporting processes for bank-transfer benefits through external partners, including collection of account information, review of payment details and preparation of payment data. Its disclosure specifies that the municipality still performs the actual transfer request to its designated bank. ## Tokyo’s program count measures a different scope An earlier September 4 release reported 35 childbirth and childcare programs across 22 Tokyo municipalities for fiscal 2026\. That figure comprised 23 renewed programs, three additional programs at existing municipal users and nine programs at newly participating municipalities. The disclosures therefore describe overlapping deployments with different program scopes. Their municipality and program totals cannot be added to produce a single expansion count. The Tokyo announcement covers national pregnancy benefits as well as Tokyo childbirth, childcare and parental-support measures. Giftee says nineteen of the twenty-two authorities also adopted its distribution tools. That broader scope explains why thirty-five programs do not mean thirty-five distinct municipal customers. Together, the releases show gift infrastructure being used as part of public-benefit administration, where local authorities need to distribute a set amount of value while accommodating different resident preferences and delivery methods. The company's published service outline describes digital-gift pricing as the value of the goods plus an issuance fee, with distribution tools offered as options. Neither September release gives contract values, municipal fee rates or the number of individual recipients.
