[Kagoshima City](https://giftcard.news/organization/kagoshima-city/) announced an additional premium shopping-voucher issue on October 7, using the Paydon app to direct spending toward central retail and restaurant districts. The city’s press materials put the issue at approximately ¥290 million and provide a 30% uplift on the amount residents pay. [\[S01\]](#article-source-1) [\[S02\]](#article-source-2)

A resident can purchase up to ¥15,000, producing ¥19,500 of spending value. Sales are scheduled to begin on October 28 for the Kagoshima Chuo station area and October 29 for the Tenmonkan and Kanmachi areas. ## A resident-funded purchase with additional local spending value

Eligibility is limited to Kagoshima residents and checked against the address registered in Paydon. The shopping districts issue the vouchers, while purchases take place inside the app. That structure combines a digital distribution channel with geographically defined redemption rather than unrestricted spending money. The mayor linked the additional support to accommodation cancellations following the July 2026 Kumamoto earthquake and the resulting loss of demand for tourism-dependent businesses. The city also cited household pressure from higher prices. Those are the programme’s stated objectives; the announcement does not report sales or redemption results. [\[S01\]](#article-source-1)

For participating merchants, the mechanism brings forward a resident’s decision to allocate money to local purchases. The premium raises the amount available to spend, while the expiry date gives that spending a defined period. Whether it generates additional purchases or replaces spending that would have happened anyway will depend on subsequent take-up and redemption.
