Its September 16 notice keeps the December 4 deadline, with earlier closure if the available budget is committed. [\[S01\]](#article-source-1) ## A second allocation redirects existing campaign funds The September 28 committee report records JPY1 billion for the original round and another JPY1 billion for the reopening. The latter comes from unspent funds in the cashless Kanagawa Tokutoku campaign, which ended on September 6\. This is a transfer within existing programme resources, not evidence of an increase in overall public spending. The first round received 88 applications before closing on June 10; those applications are not new-round awards, voucher sales or redemptions. Both merchant federations restate these conditions. Only the premium attributable to vouchers actually used and settled qualifies for final reimbursement. Support can cover up to two rounds per organisation during the fiscal year, including previously approved rounds. Applications are considered in order and remain subject to approval. After selling out, an organiser may request an advance of 90% of the approved grant, subject to prefectural approval and subsequent reconciliation. They provide actual sales reference data from the prefecture’s FY2023-FY2025 shopping-street voucher support programmes: average sales ranged from 908 sets in the smallest membership group to 2,302 in the largest. These figures describe earlier programmes and do not predict demand for the reopened round. Paper applications, community noticeboards and staffed purchase locations are among the accessibility measures requested for residents who do not use smartphones or cashless payments. Individual offers and sales arrangements remain local decisions within the grant rules. Voucher validity cannot exceed three months or extend beyond February 19, 2027; merchant settlement and other funded activity must finish within the programme period ending March 1\.
