The council’s October 5 press report described the value as distributed, but a subsequent official resolution published on October 15 records 102 beneficiaries who had not collected their vouchers and reassigns those awards to reserve applicants. Its earlier award notice describes each €50 allocation as two €25 vouchers, rather than one transferable cash payment. The vouchers restrict purchasing value to the programme's local acceptance network.
