Applications opened on September 10, 2026, with a 20% premium and admission through an allocation lottery. [\[S1\]](#article-source-1)[\[S3\]](#article-source-3) The issuer plans JPY100 million of purchaser payments and JPY20 million of added premium, giving the digital scheme JPY120 million of face value if the allocation is fully taken up. A JPY10,000 purchase provides JPY12,000 to spend; the seven-unit ceiling therefore permits JPY84,000 of value per person. The increase concerns the amount one participant can buy, not evidence that programme sales or the merchant network have grown. Successful applicants were due to receive email notifications from October 9 and could purchase their allocated amount from October 10 through October 20\. The current scheme accepts credit-card and convenience-store payment. It would be first come, first served and end when that remainder sells out. Neither the issuer’s schedule nor the prefecture’s reservation notice establishes that any quantity will remain. Users identify a participating shop by scanning its QR code and pay from the app balance in JPY1 increments. Unspent balances expire after the deadline. Where the voucher balance does not cover a purchase, the programme says some merchants may accept another payment for the difference; the FAQ leaves that decision to each shop. Its separate paper programme has a different sale schedule and purchase ceiling. Pooling those programmes would overstate the scale available to a digital participant. [\[S1\]](#article-source-1)[\[S2\]](#article-source-2) For the issuer, the higher cap concentrates more potential local spending in each successful digital allocation, while the lottery and conditional resale govern access to a finite issuance. Whether that translates into additional retailer sales remains unmeasured in the reviewed sources.
