The September 18 programme announcement sets a 30% premium and restricts applications to users whose registered app address is in Nagomi Town. [\[S01\]](#article-source-1)

The first lottery accepted applications September 24-27, followed by purchases October 1-4\. The published schedule provides a possible second application window October 17-20, with purchases October 24-27, and a possible third November 12-15, with purchases November 19-23\. The operator warns that later lotteries may not take place depending on earlier applications. These dates therefore should not be presented as a guarantee that vouchers will still be available.

Users apply in the Kumamon Pay app and receive lottery notifications there before the relevant sale begins. The stated application cap is eight units, requiring JPY40,000 for JPY52,000 of spending value; the terms do not establish a fresh eight-unit allowance at every round. [\[S01\]](#article-source-1)

Recipients scan participating merchants’ QR codes to pay. The town-specific voucher is not confirmed for use at every merchant on the broader Kumamon Pay platform.

All rounds share a December 31, 2026 expiry, even when a later purchase leaves a shorter spending period. The announcement gives no actual take-up, merchant turnover comparison or completed redemption total.
