Applications run from October 2 to 22, with eligibility confined to registered city residents who did not apply in the first round. ## A smaller ceiling for residents who missed the first round The first round allowed residents to request up to 50 units. The second reduces that maximum to 30, equivalent to a JPY30,000 purchase for JPY39,000 in local spending value if the full request is allocated. The programme’s 30% premium remains unchanged: each JPY1,000 unit provides JPY1,300 to spend. Round two excludes everyone who applied in round one, whether or not they bought their allocation. Oversubscription can reduce the number allocated per person. The official programme instructions exclude anyone who applied in the first round, even if they never purchased their allocation. If second-round requests exceed the remaining 151,591 units, the city says it will adjust individual allocations so that every eligible applicant can purchase vouchers. Applicants receive their allocation in the dedicated app on November 6\. Purchases run from November 6 to 27, with second-round balances usable from November 6 through January 31, 2027\. The operating instructions require a single payment for the allocated quantity: buyers cannot split payment or reduce the number of units at checkout. The programme requires the applicant’s own compatible smartphone, a voice-call mobile number and identity verification using a photo My Number card or driving licence. Application help is available at participating mobile-phone shops and, during the specified support period, ward offices and branches. A further support period covers purchasing and use. The second-round city notice explicitly says post offices do not provide these support counters. This is a redistribution within the existing electronic-voucher programme, whose overall spending period began on August 28\. The city’s stated issue is 16.8 million units, carrying JPY21.84 billion in face value including JPY5.04 billion of premium.
