The town later reported that the second round had sold out; purchased balances remain valid until 11:59 p.m. on December 31, 2026. ## The value and limits of the renewed allowance The second round allowed people aged 12 or older to buy up to five JPY10,000 units, including buyers who had reached the first round’s limit. Residence in Umi was not required, but purchasers needed a verified PayPay account. Stock was allocated first come, first served rather than through the first round’s application and lottery process. JPY60,000 equals five JPY12,000 units. Half of each unit’s value is restricted to designated stores excluding large retailers. Second-round sales have since sold out. The balance is split equally: JPY6,000 can be used across all participating stores and JPY6,000 excludes designated large retailers. A buyer obtaining the full second-round allowance therefore pays JPY50,000 for JPY60,000 of local spending value, including JPY30,000 subject to the narrower store restriction. The spending rules affect how the benefit reaches businesses. PayPay says the restricted balance is used first when both types are accepted, followed by the common balance and, if necessary, another eligible PayPay payment method. The vouchers cannot be refunded after purchase, and unused value expires at the year-end deadline. The chamber’s original programme page records the second-round announcement on September 18 and a sold-out update on October 6; the town’s page carries its sold-out notice as an October 5 update. These records establish closure, but do not disclose how many units were sold in the second round or how much has been redeemed. The programme began with an earlier application window in July and purchases in August. Published instructions differ on whether the second-round ceiling could be reached through repeated purchases: the town describes one purchase only, while PayPay’s programme page allows additional purchases up to five units. Both agree on the overall five-unit limit.
