# Valencia announces second-purchase option for unsold commerce vouchers

[Valencia City Council](https://giftcard.news/organization/valencia-city-council/) announced on September 9 that unpurchased Bono Comercio VLC vouchers would return to public sale from September 16, with earlier buyers allowed to acquire a second voucher. The proposed change would broaden access to the remaining allocation in an existing local retail programme. [\[S01\]](#article-source-1)

The September announcement concerns access to the remaining vouchers in an existing local retail programme. A later local-government meeting record, dated September 11, marks a change to the programme’s rule 7 as approved. The public programme materials reviewed on October 19 still leave a separate question about how the second-purchase option operates. [\[S01\]](#article-source-1) [\[S05\]](#article-source-5)

## Reopening the allocation with the same EUR25 subsidy

Each voucher continues to provide EUR50 of spending value: the customer pays EUR25 and the city supplies EUR25\. The announced second-purchase option changes who can buy remaining vouchers; it does not announce a different face value, subsidy rate or additional stock. The council said eligible applicants had matched the 46,041 vouchers allocated to the general campaign, removing the need for the planned notarial draw. Those applicants had until September 15 to complete their purchases. An allocation or registration is not the same as a paid voucher sale. [\[S01\]](#article-source-1)

Commerce councillor Santiago Ballester said any vouchers left unpurchased would enter a new sales phase, including a second-purchase opportunity for people who had already bought one. The announcement set November 15 as the end of that phase, subject to stock running out earlier.

July’s launch had described one voucher per eligible person for each campaign. The September 11 meeting record confirms approval of a change to rule 7, which governs acquisition. However, the hosted original rules and current FAQ still state a one-voucher limit per identity number, even as the homepage advertises public sale from September 16\. The published decision establishes that an amendment was approved. The unchanged FAQ and rules do not establish how the second-purchase permission was implemented at checkout, and the reviewed material does not disclose how many second vouchers were sold.

[Cámara Valencia](https://giftcard.news/organization/camara-valencia/) manages the programme with the council. Customers receive digital value that can be presented through a QR code, wallet or identifying number. Participating merchants validate purchases through the programme system, which deducts spending from the balance and supports subsequent merchant settlement. The remaining balance can be used across purchases during the campaign, but acceptance is restricted to participating businesses. The programme therefore combines a municipal subsidy with a managed local redemption network.

The 46,041 figure describes the general campaign's full allocation. It excludes the separate Pérez Galdós-Giorgeta initiative discussed in the same council release and is not a count of vouchers remaining for the second phase.
