Photo: SpotOn / Unsplash [Gemeente Zoetermeer](https://giftcard.news/organization/gemeente-zoetermeer/) concluded its gift-voucher supply contract with [Giffy B.V.](https://giftcard.news/company/giffy-b-v/) on September 10, 2026\. The September 14 European procurement result records an August 14 supplier selection and six bids. The EUR440,000 ceiling covers the framework and its extension options; it is not guaranteed turnover or value already issued to recipients. [\[S01\]](https://giftcard.news/gift-cards/zoetermeer-giffy-gift-voucher-contract-ceiling/#article-source-1) ## The annual order mix behind the framework The original specification anticipated approximately 1,500 EUR50 cards in an annual year-end batch, alongside 500 to 1,000 other gift cards ordered during the year. The first clarification confirmed that distinction. These planning figures explain the recurring supply requirement, but the framework makes no purchase commitment. [\[S02\]](https://giftcard.news/gift-cards/zoetermeer-giffy-gift-voucher-contract-ceiling/#article-source-2) [\[S03\]](https://giftcard.news/gift-cards/zoetermeer-giffy-gift-voucher-contract-ceiling/#article-source-3) The data behind the story ### Annual gift-card volumes anticipated in the tender The year-end batch was planned at approximately 1,500 cards. Other orders were estimated at 500 to 1,000 cards a year. Lower end of stated estimateUpper end of stated estimate cards per year Tap or hover for details. Select a series above to show or hide it. Source Zoetermeer, first clarification, questions 4 and 5 Planning estimates, not orders placed or redemption. The two bars for each category show the endpoints of one estimate and must not be added. The identical 1,500 endpoints represent one approximate figure, not a guaranteed range or minimum purchase. Show data tableHide data table Scroll left or right to see all columns __Annual gift-card volumes anticipated in the tender (cards per year)__ | Category | Lower end of stated estimate | Upper end of stated estimate | | ---------------- | ---------------------------- | ---------------------------- | | Year-end batch | 1,500 cards per year | 1,500 cards per year | | Other gift cards | 500 cards per year | 1,000 cards per year | The final requirements broadened the year-end batch from a reference to VVV cards to VVV or an equivalent product. Equivalence requires physical delivery and access to at least 15,000 spending points, combining online and physical locations. The second clarification expressly permits a physical choice card that the recipient exchanges for another gift card. This is a contract requirement, not evidence of redemption or a count of Giffy merchants currently used by municipal staff. [\[S03\]](https://giftcard.news/gift-cards/zoetermeer-giffy-gift-voucher-contract-ceiling/#article-source-3) [\[S04\]](https://giftcard.news/gift-cards/zoetermeer-giffy-gift-voucher-contract-ceiling/#article-source-4) Other gift cards fall under separate requirements: the specification sets values between EUR10 and EUR150 and at least 250 accepting businesses. The first clarification says those two requirements apply to the other cards, not the year-end batch. The stated minimum validity is two years from delivery. The two acceptance thresholds use different definitions and should not be read as a change in the size of one network. [\[S02\]](https://giftcard.news/gift-cards/zoetermeer-giffy-gift-voucher-contract-ceiling/#article-source-2) [\[S03\]](https://giftcard.news/gift-cards/zoetermeer-giffy-gift-voucher-contract-ceiling/#article-source-3) A later clarification removed requirement U-7, which had proposed exchanging surplus EUR50 batch cards for cards with lower values. That exchange obligation therefore cannot be presented as a final contract feature. The tender instead sought one uniform discount applicable to both the annual batch and other orders; the published result does not disclose the winning discount. [\[S03\]](https://giftcard.news/gift-cards/zoetermeer-giffy-gift-voucher-contract-ceiling/#article-source-3) [\[S04\]](https://giftcard.news/gift-cards/zoetermeer-giffy-gift-voucher-contract-ceiling/#article-source-4) The initial agreement lasts two years and can be extended twice for one year. Price carried the full award weighting, and one of the six tenders came from an SME. The notice also contains EUR1 technical value fields; the explicit EUR440,000 maximum and the absence of guaranteed purchasing define the commercial ceiling. Neither the award nor the planning documents establish employee uptake, card balances issued or redemption.
