[Harris County](https://giftcard.news/organization/harris-county/), Texas, has opened a request for proposals for a gift-card incentive programme serving its Public Health Services/Ryan White Grant Administration. The county procurement portal dates the opening to September 25\. An October 13 extension notice moved the submission deadline to November 2 at 2 p.m. CST. [\[S01\]](#article-source-1)

The solicitation, reference 26/0254, is identified as a term contract in a September 30 letter from the county purchasing agent. That document confirms the September 25 start and the initial October 19 due date, while recording the estimated price as not available. [\[S02\]](#article-source-2)

The public portal expressly classifies the requirement under financial services and gifts, including gift cards and gift certificates. Its project title specifies Ryan White Part A and B EHE. The accessible description does not explain which participant actions would qualify for incentives or how cards would be distributed. [\[S01\]](#article-source-1)

For gift-card providers, the notice identifies an opportunity to compete for a public-sector incentive programme. It is an invitation to submit proposals, with no supplier award, card quantity, face value or merchant acceptance network disclosed in the accessible county material.

The purchasing letter requests inclusion on the October 15 Commissioners Court agenda. It should not be read as evidence that commissioners have already approved the request. The portal separately shows the procurement as open. [\[S01\]](#article-source-1)[\[S02\]](#article-source-2)

Detailed solicitation documents are listed on the county portal, which requires an account to download them. The public record therefore establishes the opening, named programme and timetable, while leaving the detailed operating requirements and commercial scale to the procurement documents.
