The agreement targeted small employers seeking to add financial wellness benefits through their existing payroll relationship. The proposed package included Rellevate's Digital Account with Earnings Credit, a Visa debit card, Send Money, Bill Pay and Pay Any-Day. Pay Any-Day was the earned wage access component, allowing participating employees to access wages between scheduled payroll dates. Payroll4Free, based in Beachwood, Ohio, described its focus as payroll services for very small businesses. The company said it served thousands of clients across all 50 US states. Its president and chief executive, [Michael Rosenberg](https://giftcard.news/person/michael-rosenberg/), presented the partnership as an addition to that payroll offering. Rellevate co-founder and chief executive [Stewart Stockdale](https://giftcard.news/person/stewart-stockdale/) said the arrangement was intended to reach employees at small companies as well as larger organizations. He described implementation as involving virtually no cost to employers and positioned the benefit as a potential recruitment and retention tool. Those were the provider's expectations for the program, rather than reported employment outcomes. The announcement identified [Sutton Bank](https://giftcard.news/company/sutton-bank/), a member of the FDIC, as the provider of banking services and the issuer of the Rellevate Visa debit card under a licence from [Visa U.S.A. Inc.](https://giftcard.news/company/visa-u-s-a-inc/) Rellevate provided the financial technology and service package being offered through the payroll partnership. Gift and incentive cards formed part of Rellevate's wider product portfolio, but the specific Payroll4Free agreement centred on employee accounts, payments and access to earned wages.
