# Roubaix weights gift-card network and usability in senior supplier tender

The one-year framework will appoint a single supplier, with quality accounting for half of the evaluation score.

[CCAS de Roubaix](https://giftcard.news/organization/ccas-de-roubaix/) sought a supplier of gift cards for seniors under a one-year, single-operator framework. The notice was dispatched on September 10, with bids due on October 9 at noon. Purchases are to be made through orders at unit prices. ## Redemption practicality shapes the supplier decision

The consultation assigns 35% to price and 50% to quality. Within quality, delivery and replacement conditions and merchant-network suitability each carry 15 percentage points; presentation and instructions and use in physical outlets and online each carry 10\. These criteria place the practical experience of senior recipients inside the supplier-selection process. ### How Roubaix allocates its supplier score

__How Roubaix allocates its supplier score (%)__
| Category | Share of overall evaluation |
| ---------------------------------------- | --------------------------- |
| Price | 35% |
| Delivery and replacement | 15% |
| Merchant network suitability | 15% |
| Presentation and instructions | 10% |
| In-store and online use | 10% |
| Greenhouse-gas measurement and reduction | 10% |
| Recyclable cards | 5% |

The remaining 15% assesses environmental performance: 10 points for measuring and reducing greenhouse-gas emissions and five for recyclable cards. The regulation permits negotiations while allowing an award from initial offers. No winning supplier or achieved evaluation score is disclosed in the reviewed notice. [\[S02\]](https://giftcard.news/industry-deals/roubaix-ccas-senior-gift-card-supplier-tender-2026/#article-source-2)

The supplier competition follows the June 30 social-action board agenda on 2026 year-end parcels and gift cards, published on July 16\. The city’s September 1 registration notice describes a choice between a food parcel and a multi-retailer card for registered Roubaix residents aged 70 and over, without a means test. [\[S03\]](https://giftcard.news/industry-deals/roubaix-ccas-senior-gift-card-supplier-tender-2026/#article-source-3) [\[S04\]](https://giftcard.news/industry-deals/roubaix-ccas-senior-gift-card-supplier-tender-2026/#article-source-4)

The preserved consultation regulation does not specify the maximum framework value, card quantity or face value. Those amounts should not be inferred from the evaluation weights or from the earlier benefit decision. As of October 19, the original procurement portal no longer permits document withdrawal after the bid deadline; this account uses the original regulation preserved on October 5 and does not assert a subsequent award.
