Its September 3, 2025 article introduces International Tax Guides prepared by IBFD to help benefits teams assess the treatment of different expenses and rewards. The article describes these accounts as administrative wallets spanning several benefits. It notes that flexible spending account terminology used in other markets should be distinguished from the specific US FSA category. Tax treatment depends on the underlying benefit and the conditions attached to it. Espresa’s country examples cover medical and childcare expenses in Singapore and Hong Kong, meal and commuting benefits in Brazil, travel-to-work benefits in Ireland, benefits in kind in Germany and vacation allowances in India. The company’s proposed approach is to reflect those local rules within a consistent global administration model. Gift cards feature in its Canadian example. The Canada Revenue Agency’s policy allows qualifying non-cash gifts and awards with a combined annual fair market value of up to C$500, including tax, subject to its conditions. This is not a separate C$500 allowance for every card, and performance-related rewards do not qualify under that gifts-and-awards policy. To count as non-cash, the CRA requires a preloaded gift card usable at a named retailer or identified retailer group, terms preventing conversion to cash and an employer log recording the employee, date, reason, card type, value and retailers. The gift or award must also meet the applicable eligibility rules. Espresa says its guides help HR teams identify allowances already offered locally and assess whether they can be consolidated.
