Gemeente Amsterdam has opened a supplier procurement for its year-end employee gifts, centred on emailed vouchers worth EUR50. The original European procurement notice was published on September 17.
Recipients would use a voucher code in the contractor's webshop to select a gift, gift card, experience, charitable contribution or package of products. Departments can also choose physical vouchers or gift packages, and may arrange a tailored year-end distribution market.
The buyer’s historical table shows how employees received access to the existing choice webshop in programme years 2023 to 2025. Digital and physical invitations are counted separately below. These administrative figures describe the earlier programme, not the number or value of merchant gift cards ultimately selected. The source’s separate 2025 gift-order table contains counts and percentages that do not reconcile, so it is not used for the chart. [S02]

The original TED notice labels EUR8 million excluding VAT as the estimated value. The buyer’s detailed assignment instead forecasts EUR6 million over the potential six-year term and sets an EUR8 million ceiling, both excluding VAT. The unsigned draft framework describes that same ceiling as including VAT, an unresolved inconsistency between official documents. These figures cover the wider employee-gift service, with no guaranteed purchase volume; none is confirmed gift-card sales or an awarded contract value. [S02]
One provider is sought under a framework without renewed competition, initially for two years with two optional two-year extensions. The original notice gives July 1, 2027 to June 30, 2029. The subsequently inspected assignment and draft framework instead specify a June 1, 2027 start, with the draft ending May 31, 2029. The differing official dates should not be treated as a resolved schedule; the draft still contains blank supplier and signature fields. [S02]
Bids are due on October 28 at 08:00 UTC. The detailed terms require at least five digitally delivered gift-card choices, including at least two usable at physical stores in the Amsterdam metropolitan region, with minimum validity of two years after delivery. These downstream gift cards are separate from the invitation vouchers used to enter the choice webshop. The standard EUR50 redeemed gift price includes VAT and ordinary service costs; unredeemed invitations are not billed, while bespoke distribution markets are quoted separately. An October 2 answer reduces the social-return requirement from 5% to at least 3% of total realised contract value excluding VAT. No winner or new-framework issuance is established. [S02]
