Aomori's premium-voucher programme will put approximately 170,000 remaining booklets on sale after advance applications fell below the planned issue, its organising committee announced on September 15, 2026.
The resale runs from October 24 to November 22 and raises the purchase limit to ten booklets per person, with one purchase occasion allowed. Buyers will be able to go directly to a sales location without making an advance application. The committee and Aomori Chamber of Commerce both published the decision. [S01] [S02]
This is a new distribution round for an existing programme. The original advance-application period ended on August 27, and the earlier offer limited purchasers to three booklets. The remaining inventory figure is a count of booklets available for resale, not people who have bought them or transactions completed. [S01] [S03]
A 20% premium with two acceptance categories
Each booklet costs JPY10,000 and contains JPY12,000 in spending value: twelve vouchers of JPY1,000 each. Six can be used at any registered participating merchant, while six are reserved for businesses headquartered in Aomori city, or sole traders whose address is in the city. The programme identifies national priority local grant funding as its public support mechanism. [S03]
Half of each booklet is reserved for locally based businesses
Each JPY10,000 booklet contains twelve JPY1,000 vouchers: six common and six local-business vouchers.

Local-business vouchers require a participating business headquartered in Aomori city, or a sole trader whose address is in the city. These are face-value allocations, not observed merchant sales.

| All registered merchants | 6,000 JPY |
| Locally based businesses | 6,000 JPY |
At the stated denominations, approximately 170,000 booklets represent about JPY2.04 billion in face value available for the resale. Selling all of them would require about JPY1.7 billion in purchaser payments. Those calculations describe the inventory and the cash needed to purchase it, not a forecast of sales or an estimate of additional local spending.
The structure channels half of each booklet's value towards locally based businesses while leaving the other half usable across the wider registered network. Increasing the cap gives each eligible buyer access to more of that value, although the committee has not published a forecast of how many people will participate in the new round.
A higher purchase ceiling and more time to redeem
The original application offer allowed up to three booklets per person. The resale raises that ceiling to ten, with only one purchase occasion permitted. At unchanged prices, the respective maximum purchaser payments are JPY30,000 and JPY100,000. The larger entitlement does not guarantee availability once a sales location exhausts its stock.

This is a rule comparison, not a change in observed purchases. The resale allows one purchase occasion and is subject to stock at each location.

The committee's terms extend redemption to December 27, replacing the original November 30 deadline. The extension also applies to vouchers already purchased. It accompanies the resale decision; the original printed date and an older homepage banner still show the earlier deadline. [S01]
Purchasers must live in Aomori prefecture, pay in cash and present identification for each person buying, including family members represented by someone else. Sales at each location end when its allocation runs out. A September 17 follow-up named nine sales locations, including shopping centres, department-store counters and community facilities. The committee says the higher purchase limit and longer spending period are intended to help sell the remaining stock and support businesses. Whether they achieve that depends on subsequent purchases and redemption, neither of which is measured by this announcement.
Aomori prefecture’s programme schedule, updated October 17, also lists the October 24-November 22 general-sale period and December 27 redemption deadline. The programme is part of the prefecture’s voucher-issuance support funded through the national priority local grant. Its published rules and inventory do not establish participation or redemption results for the coming resale.
