Calais’s municipal social-action centre, CCAS de Calais, selected SPL Commerce et Centre Urbain Calais to supply multi-merchant gift vouchers or cards under a four-year framework capped at EUR 319,300. The contract was concluded on September 23, 2026. A separate assistance-voucher contract went to Edenred on September 28. The combined award notice was published by BOAMP on October 3. [S01] [S02]

Two purposes, separate purchasing ceilings

The gift-voucher lot supports year-end festivities and solidarity initiatives for Calais social-assistance recipients. Edenred’s lot covers personalised assistance vouchers for food and hygiene excluding alcohol, energy and clothing. Their maximum values describe different purchasing mandates; combining them as gift-card sales would obscure that distinction. [S01]

Together the ceilings total EUR 513,100. The award establishes neither that the entire amount will be purchased nor how many residents will receive vouchers. It records two electronic bids for the gift lot and one for the assistance lot, but publishes no winning score or realised spending. [S01]

Local acceptance is part of the award method

Price accounts for 40% of the gift-lot evaluation. The other 60 percentage points comprise five technical criteria, with the list of affiliated local shops carrying the largest technical weighting. Showing those components separately explains the buyer’s priorities without implying a supplier’s actual score. [S01]

The local network criterion links the procurement to recipients’ ability to use the benefit nearby. Personalisation, delivery, samples and a named local contact address how the vouchers reach recipients and how support is provided. The notice does not disclose the accepted-shop list submitted in the winning bid or a particular card technology. [S01]

SPL Calais separately markets Mon Shopping C’est Calais vouchers. Its public retail pages describe paper vouchers, a one-year expiry from issue and use at around 270 local shops and restaurants; its business order form offers EUR 10, EUR 20 and EUR 25 denominations. These are public commercial terms, not confirmation of the denominations, validity period or acceptance list agreed for the CCAS contract. Those contract-specific details remain undisclosed in the notices reviewed. [S03] [S04]
