Coignières CCAS is inviting applications for year-end gift cards for eligible children, retirees and adults with disabilities, with requests due October 23. The municipality published its current annual distribution notice October 5. [S01]

The linked rules provide cards worth EUR20, EUR30 or EUR40 according to household resources and the family quotient used by the social-assistance centre. Awards are subject to local residence and means conditions. [S02] [S03]

Two eligibility routes under existing rules

The child scheme covers ages 0–12 inclusive. The other route covers retirees aged at least 65, people retired for incapacity from age 62, and adults meeting the stated disability conditions. The resource tables differ between the two schemes and should not be treated as a single eligibility scale. [S02] [S03]

The highest eligible family-quotient band ends at EUR1,300 for the child scheme and EUR1,500 for the senior/disability scheme. CCAS calculates this quotient from annual household resources divided by 12, plus monthly family benefits excluding housing aid, then divided by household parts; a single-parent household receives an additional part. These ceilings are therefore not simple gross household-income limits. [S02] [S03]

Both sets of rules were adopted July 5, 2022. The new notice concerns the current year-end distribution cycle; it reports no new benefit scale or policy increase. It also gives no actual date on which applications first opened.

Distribution details remain limited

CCAS staff assess applications against the supporting documents and determine the award. The linked rules leave collection arrangements to a separate municipal announcement. The reviewed notice and rules do not identify a card provider, merchant network, spending expiry, recipient count or total allocation. [S02] [S03]

The stated EUR20–40 amounts are individual award values. They do not establish total card issuance, completed spending or a measured effect on local retail sales.

The individual award scale is explicit even though the number of recipients is not: each scheme assigns EUR40, EUR30 and EUR20 to its first, second and third resource bands respectively. The amounts match across the schemes, but the qualifying thresholds do not. No recipient distribution or total programme issuance can be calculated from these three values alone. [S02] [S03]
