Lelystad has linked a new-resident welcome programme to an earned €10 local gift-card reward. The Dutch municipality introduced its 250-crate Lelykrat pilot on 14 August; Stichting Lelypas detailed the reward mechanism on 20 August. Residents collect six stickers while visiting participating businesses, then exchange their booklet at the town hall for a Lelypas. [S01] [S02]

The city’s current programme guide says the pilot covers residents who registered on or after 10 August 2026. Their registration confirmation serves as an invitation to collect a crate containing local products, information and activity offers. The 250-crate figure is the pilot’s planned supply; the sources do not report how many crates or reward cards have since been claimed. [S03]

Visits unlock credit across a local spending network

The card reward is earned after the visits, rather than automatically included in every crate. This connects the municipality’s introduction to local businesses with a later opportunity to spend through Lelypas, an existing card network operated by Stichting Lelypas. The underlying visitor offers vary by participant and may include discounts or free products. [S02] [S03]

A review of the operator’s directory on 19 October found 49 entries across five categories. The current mix shows where an earned balance can be directed, without measuring recipients’ choices or the network available at launch. [S04]

Entries can share premises or use different spending arrangements. Batavia Stad requires conversion into its own gift card; Kok-related venues direct holders to the Kok Experience counter. Agora requests theatre-ticket arrangements by email at least 14 days ahead. [S04]

The municipality says it will use the pilot to assess the package, partner cooperation and distribution. Omroep Flevoland’s 17 August coverage likewise described a trial with a possible later continuation. Neither account establishes increased merchant sales, completed six-visit journeys or card redemption. Those results would be needed to judge whether the gift-card incentive changes how new residents explore and spend locally. [S01] [S05]
