Lucky Coin has told its Georgia amusement-machine locations to stop issuing blue SkillPay cards for prize redemption and request black PrizePay cards instead. The company published the instruction on September 23, citing the blue cards’ ATM functionality and Georgia Lottery guidance about converting prize value into cash. [S01]

The direction concerns the stock and redemption products used by Lucky Coin’s location network. It is not a new statewide law enacted on September 23, nor an announcement that SkillPay has just launched.

A change in the cards locations should issue

Lucky Coin supplies coin-operated amusement equipment and services to Georgia businesses. Its notice says many locations obtain InComm gift cards through brokers UGO or Lunex. The company advises location licence holders against issuing blue SkillPay cards and asks them to obtain black PrizePay stock from their broker or InComm. [S01]

An accompanying Lucky Coin graphic extends that direction to activating, loading, distributing, promoting or accepting SkillPay for machine-prize redemption. The operational issue is the card’s access to cash, rather than its colour alone.

The notice does not disclose how many locations received the cards, the value already loaded or whether all affected businesses have changed stock. No enforcement outcome against a named location is established by the announcement.

Earlier guidance, different product positions

The attached Georgia Lottery Corporation letter of September 16 points back to a September 2 clarification. It says the agency reconsidered its earlier interpretation and concluded that prize gift cards cannot be used to obtain cash. The September 2 letter rejects a regulatory safe harbour for such currency conversion. Those documents precede Lucky Coin’s instruction. [S02]

The attachment also includes InComm’s June and July correspondence arguing that ATM use after a prize is loaded should fall outside the lottery’s regulation of redemption. That correspondence is historical; it is not a response to Lucky Coin’s September notice.

InComm’s currently available general COAM FAQ includes ATM withdrawals in its description of permitted uses. Its separate PrizePay product FAQ says that card permits neither cash withdrawals nor cash back, and describes PrizePay as nonreloadable. The pages therefore require product-specific reading. For the distribution chain, Lucky Coin’s instruction turns a regulatory disagreement into a practical card-selection decision at participating locations. The published evidence establishes the operator’s requested change and the competing explanations. It does not establish a court resolution or a completed migration across Georgia.
