Shibushi’s second 2026 digital shopping-voucher round switches to first-come sales through Paydon and opens eligibility beyond city residents. The chamber of commerce announced the arrangements on September 4, ahead of sales beginning at 9 a.m. on October 1. The programme makes JPY130 million in voucher value available, including JPY30 million of premium, according to the payment operator.

A lower premium accompanies wider eligibility

The first digital round offered JPY7,000 for a JPY5,000 payment, a 40% premium. The second offers JPY6,500 for the same payment, a 30% premium. Paydon’s July 22 and September 25 notices document this change. Both rounds cap an individual’s purchase payment at JPY20,000, so maximum spending value moves from JPY28,000 to JPY26,000. These are programme allowances, not measured purchases or economic impact.

The earlier paper offer is excluded. These are contractual values before purchases or redemption, not average spending. The respective 40% and 30% premiums are calculated against the JPY5,000 purchase price.

The original digital offer was limited to city residents and used advance applications. The second round accepts residents and non-residents without advance application, but access still requires the Paydon app and a bank account at one of its participating local financial institutions. The city names Kagoshima Bank, Minami-Nippon Bank, Kagoshima Sogo Shinkin Bank and Kagoshima Shinkin Bank. Each person uses their own account; family members cannot combine their entitlements in one account.

A larger share remains reserved for general shops

Each second-round unit contains JPY4,000 restricted to designated general shops and JPY2,500 usable at both general shops and participating larger retailers. The split leaves the majority of the allowance outside the large-store category. It does not establish how much has been redeemed in either group.

Both balances require designated participating merchants. This allocation is not an observed sales distribution and does not make the whole balance usable at every Paydon merchant.

The new round is digital-only and allows up to four JPY5,000 units per person, costing JPY20,000 for JPY26,000 of spending value. Purchases are usable immediately. Paydon lists sales from October 1 through December 21 at 23:59, with first-come availability ending earlier if the issue is exhausted. Vouchers expire on December 31, 2026, at 23:59.

Eligible outlets are city merchants designated for the programme, including relevant Smart Code participants. The operator excludes uses such as tobacco, property, financial products, taxes and utility bills. The September announcement establishes a further round of an existing city programme; the available face value should not be read as completed sales or additional local consumption.
