Taiwan’s Financial Supervisory Commission announced on September 22, 2026 a one-year pilot from January 1, 2027 offering a one-time NT$200 digital reward to qualifying motorcycle riders. CNA’s Su Siyun and Anue’s Chen Yu-ching reported from the briefing that convenience-store electronic vouchers were the intended format; the regulator’s written notice confirms a digital reward without naming a voucher supplier. A fixed reward has a different relative value across premium classes

The Insurance Bureau compared the NT$200 reward with current one-year compulsory liability premiums of NT$658 for ordinary heavy motorcycles and NT$424 for light motorcycles. Dividing the reward by those premiums gives approximately 30.4% and 47.2%, respectively. This measures the size of the incentive against the quoted premium, not a reduction to the insurance tariff or a cash refund. [S01]

The same reward equals about 30.4% of the quoted ordinary-heavy premium and 47.2% of the light-motorcycle premium.

Premiums are the regulator’s September 2026 examples, not guaranteed 2027 prices. Reward and premium are separate instruments; the chart does not calculate a new bill, an insurance discount or an actual payout. Each qualifying person can receive the reward once.

The formal eligibility rule covers training for motorcycles of 250 cc or below. Training may occur before or during the pilot, but the applicant must obtain the licence after completing training and must both obtain that licence and buy compulsory insurance during the pilot period. Training alone, or merely renewing insurance with an older licence, does not satisfy the published wording. [S01]

At the briefing, officials described an application made when buying insurance, with insurers checking training and licence dates through links involving the transport authorities and Taiwan Insurance Institute. Anue reported that procurement was still under way. No named convenience-store chain, final voucher provider or redemption expiry was established in the documents reviewed. [S02][S03]

CNA attributed a planning estimate of about 50,000 recipients and roughly NT$10 million to Insurance Bureau director Wang Lihui, with funding from the Motor Vehicle Accident Compensation Fund’s accumulated surplus. Anue independently reported the same estimate and said it was based on the previous year’s transport training-subsidy scale. Multiplying 50,000 by NT$200 produces NT$10 million, but it remains a planning allowance, not distributed voucher value. All 14 compulsory motor-insurance providers were expected to participate. [S02][S03]

The planned record check has a documented policy history. In a March 17 opinion on an earlier proposal described as a premium offset, the Personal Data Protection Commission’s preparatory office asked the Insurance Bureau to clarify the legal basis and necessity for obtaining training records. It said consent would be needed where the cited statutory-duty basis did not apply, and addressed separate conditions for the highway authority and insurers. That opinion does not establish that the September voucher design was rejected or that a final consent process had been approved. [S04]

The bureau presents the incentive as a move toward preventing losses before accidents, alongside existing transport training support. Reports of lower risks among trained riders are part of its rationale, not an outcome of a pilot that had yet to start. Officials said the compensation fund would track implementation quarterly and examine the relationship between training, accidents and compulsory-insurance losses before considering extension or expansion.
