Uminaka Pay has opened an additional allocation of JPY12 million in premium digital vouchers for participating businesses in Fukuoka’s Shika and Saitozaki areas, extending an existing local spending programme. [S01] [S02]

The issuer’s October announcement set the additional sale for October 14 at 11 a.m. Buyers contribute JPY10 million in total, with a 20% premium increasing the spending value to JPY12 million. The main programme artwork illustrates JPY5,000 buying JPY6,000.

The additional allocation shares existing spending limits

People who bought in the August 1-31 sale may buy again in the additional round, with a further maximum purchase of JPY50,000 per person. That amount would supply JPY60,000 of spending value at the stated premium. [S01]

The October sale is first come, first served and ends when its allocation is exhausted. The issuer attributes the addition to the programme’s popularity, but supplies no redemption results or merchant-sales comparison establishing its economic effect.

The spending deadline remains December 31 at 11:59 p.m. The additional allocation does not extend the life of the balance. Users can make repeated purchases in JPY1 increments until their ticket is exhausted. [S01] [S02]

Uminaka Pay operates through Commoney. Users fund a digital ticket and scan a participating shop’s QR code, entering and checking the payment amount with staff. The published terms prohibit transfer and refund and exclude purchases of gift certificates and other cash-like items. [S02]

For the local issuer, the addition expands the value offered within the same acceptance area and timetable. The distinction between buyer funding, premium and spending face value is essential: the JPY12 million figure is neither a new cash grant to every resident nor a measurement of completed merchant sales.
