The programme was announced September 24, with sales and use beginning October 1. Each JPY5,000 purchase provides JPY6,000 to spend through Youmetown Hakata Pay in the Commoney app.

The published purchase ceiling is JPY30,000 per person, providing JPY36,000 of spending value at the 20% premium. The whole issue’s JPY60 million face value includes JPY50 million of potential buyer funding and a JPY10 million premium. These are programme allocations and limits. [S02]

Recipients can spend in JPY1 increments and return to use the remaining balance until December 31 at 11:59 p.m., subject to store opening hours. Acceptance is restricted to participating businesses inside Youmetown Hakata; it does not extend automatically to other Youmetown properties. [S01] [S02]

The digital balance makes a partial purchase possible without surrendering the full voucher value. At checkout, users scan a merchant QR code, enter the amount and confirm it with shop staff through Commoney. [S01]

The terms permit eligible credit cards or cash payment at participating convenience stores to fund purchases. Additional purchases add to the existing ticket up to the person’s cap, but sales close when the allocation is exhausted. The reviewed material does not confirm the balance still available for sale. [S02]

Purchased value is non-transferable and non-refundable. Gift certificates, prepaid cards and other cash-like items are excluded from spending, alongside the other restricted categories listed in the terms. That keeps the premium within the programme’s intended shopping use.

The issue combines customer-funded value with a defined premium budget. Its face value measures the allocation offered; it is not evidence that buyers have funded every voucher or that tenants have already received that amount in redeemed sales.
