La Laguna reported its first merchant settlement in the 2026 Bono Comercio campaign on September 17, saying approximately EUR297,000 had been paid the previous day. The same disclosure put voucher redemptions at EUR993,000, separating customer spending from the cash already transferred to participating businesses. [S01]
The Canary Islands municipality said the payment, made through programme collaborator FAUCA, covered vouchers redeemed during the opening weeks. Commerce councillor Estefanía Díaz said settling while the campaign was still running was intended to give small businesses access to the proceeds before its conclusion.
Three different measures of activity
By the September 17 disclosure, customers had bought nearly 57,000 of the 70,000 available vouchers, representing 81.2% of the allocation. The council reported EUR1,136,160 in the face value of vouchers sold. That amount describes spending balances issued to buyers, rather than money already spent at merchants. [S01]
Recorded redemptions were EUR993,000, or 87.4% of the sold face value. The first EUR297,000 merchant payment was a separate settlement milestone. Those figures should not be added together as different sources of economic activity, and the notice does not establish that the gap between redemption and payment was overdue.
The council reported 271 active businesses across retail, services and hospitality. It did not publish a transaction-level reconciliation or a final settlement total.

Public funding doubles the customer's balance
Each voucher provides EUR20 of purchasing value, with EUR10 paid by the buyer and EUR10 contributed by the municipality. Individuals may acquire up to five vouchers. The programme's EUR700,000 municipal contribution supports a maximum EUR1.4 million in face value if the full allocation is sold. That ceiling is not a measured increase in local economic output. The campaign opened on September 1. An earlier council report, published on September 4, had already recorded 44,027 sales and EUR603,908.74 in redemptions. Those earlier figures establish that the September 17 announcement is an operating update and first-payment disclosure, rather than a new programme launch. [S02]
The city had scheduled purchases and redemptions to close on September 29. Its September 17 figures are an interim snapshot, not final campaign results.
For participating merchants, the new information concerns the movement from validated voucher purchases to actual cash settlement. The disclosed payment shows that this process had begun during the campaign; the source does not quantify processing costs, payment delays or the programme's net effect on sales.
