Ängelholms kommun opened a September 22 procurement for physical employee Christmas gift cards with an estimated framework value of SEK 12 million excluding VAT. An October 13 clarification narrows the area used to award quality points for nearby acceptance, while leaving the minimum network requirement intact. [S1] [S3] [S4]
Nearby acceptance now uses a tighter scoring radius
The buyer says the distance from Ängelholm town hall used for quality points has changed from 30 km to 15 km. It explicitly preserves the mandatory requirement for at least 20 physical purchasing outlets within 30 km. The revision therefore separates the broader qualifying network from the nearer locations that count for quality scoring; it does not mean the card may be used only inside the smaller area. [S3]

This is a change to the geographic scoring rule, not a measured travel distance or a count of accepting stores. The separate minimum of 20 physical outlets within 30 km remains unchanged.

A September 30 answer also explains how the network is counted: the brand determines the count. ICA counts as one purchasing outlet even when individual shops have different owners, registration numbers and addresses. This procurement definition matters when assessing the 20-outlet minimum; a supplier cannot treat every branch of the same brand as a separate qualifying outlet. The reviewed public answers do not list an awarded supplier or a completed acceptance network. [S3]
The framework covers municipal employees and staff at participating municipal companies, including card administration, handling and distribution. The public notice describes an open procedure and an estimated value, not committed expenditure, completed issuance or redemption. The SEK 12 million figure cannot establish how much each employee will receive or how many cards will be ordered. [S1] [S4]
The public answers clarify several delivery and spending controls. The municipality may place its branding on the card carrier rather than the plastic card itself. Design is to be approved before an order is placed, and delivery must follow within ten working days. Activation can wait until payment, but must occur no later than two working days after the supplier receives it. These are separate service obligations with different starting events. [S3]
Hotels, restaurants and grocery stores may participate even when their wider assortment includes restricted products, but the supplier must prevent card use for the prohibited categories, including alcohol, tobacco and nicotine products, and gambling or lotteries. Another answer says card issuers, payment networks, card manufacturers and accepting businesses do not need to be declared as subcontractors under that definition, while the shops must still be disclosed where the procurement requires them. [S3]
The official portal continues to present conflicting deadline and contract-duration information across its notice representations. The TED XML gives an overall November 1, 2026 to October 31, 2030 period, while the buyer’s structured record describes an initial period ending in 2028 plus two twelve-month options; its deadline fields also differ. These particulars are not reconciled here. The revised five specification documents require a portal account to read, so this report relies on the complete public notice and all seven published clarification entries rather than claiming to have reviewed those restricted files.
