CCAS de Charleville-Mézières opened a supplier procurement for gift vouchers for residents aged 65 and older. The original September 17 buyer notice and regulation describe a one-year framework with no renewal, no minimum order and a EUR121,400 maximum. [S01] [S02]
Local merchant reach carries a quarter of the score
The regulation gives price 40% of the evaluation and technical quality 60%. Merchant-network richness, diversity and quality carry 25 percentage points, including local outlet numbers, categories and the presence of both national brands and neighbourhood shops. Organisation and delivery account for 20 points, and handling returns and refunds for undistributed vouchers for 15. [S02]

Each beneficiary is assigned EUR20, normally as two EUR10 vouchers unless an equivalent proposal is expressly accepted. The quantity schedule specifies approximately 6,070 beneficiaries and 12,140 vouchers. Those are purchasing assumptions, not a report of completed distribution or a guarantee that the framework ceiling will be spent. [S02]
Vouchers must remain valid for at least 12 months and work for discounted purchases. Required local coverage spans general retail, clothing, sport, parapharmacy, books, restaurants, hairdressers, beauty services and opticians. The supplier must evidence its merchant partnerships, and undistributed voucher books must be returnable for a full refund without a deduction. [S02]
Bids were due on October 9 at 16:30 local time, with all delivery required by November 2. The original ten-page regulation was preserved before the deadline; the buyer portal now says the response period has ended and blocks fresh document download. The reviewed evidence establishes the sourcing terms, with no 2026 winner or realized redemption stated. [S01] [S02]
