Chuncheon City has set a three-month pilot for mobile local vouchers usable only through Shinhan Bank’s Ddangyo delivery platform, with KRW300 million in planned face-value issuance for October-December. The earliest verified municipal announcement is September 16. [S01] [S02]
The vouchers have a 15% purchase discount and an individual monthly purchase cap of KRW100,000. Sales are scheduled for the first day of each month at 10 a.m., on a first-come basis, with KRW100 million allocated monthly. Those allocations describe available face value, not completed consumer spending. [S02]
App-specific value within the local voucher system
Customers buy through existing mobile Chuncheon Love voucher sales apps. Redemption is restricted to participating Chuncheon Love merchants inside Ddangyo for delivery or pickup orders. The balance is not a general substitute for every shop accepting ordinary Chuncheon local vouchers. [S01] [S02]
The city compares the pilot’s 15% discount with the ordinary voucher’s 10%, a five-percentage-point difference. Separate October-November coupons and delivery support have their own conditions and should not be combined into a universal headline discount. [S02]

A five-percentage-point difference. Acceptance networks differ. Conditional coupons and delivery support are excluded; the comparison does not measure household savings or merchant sales.

A pilot whose results remain to be measured
Chuncheon says it plans to examine spending, merchant sales and usability before considering regular issuance from the following year. The announcement does not establish that continued issuance has been approved, or that the pilot has already produced those outcomes. [S02]
The initial notice warns that the programme can end early because of exhausted funding or policy changes. Availability therefore depends on the monthly allocation and programme decisions, rather than the purchase cap alone. [S01]
The published capacity is the same in each of the three pilot months. That allocation is a limit on issuance, not evidence that the full amount has been bought or spent, and the initial notice allows early closure. [S01] [S02]
