The Municipality of Concordia sulla Secchia has opened merchant registration for its 2026 Concordia Natale shopping-voucher programme, with applications due October 19. The original municipal notice was published October 5. [S01]
The annual initiative plans two EUR5 vouchers for each resident household, backed by a EUR16,000 programme budget. The notice says vouchers can be used at participating businesses through December 31, 2026, subject to a EUR15 minimum purchase. [S01]
From a EUR5 voucher to merchant reimbursement
Each voucher covers EUR5 of a qualifying purchase of at least EUR15. At that minimum, the household pays EUR10, calculated as the purchase price minus one voucher. The rules require customers to pay any difference and prohibit cash conversion or cash change. [S04]
A EUR15 purchase using one Concordia voucher
The programme sets a EUR15 minimum purchase and a EUR5 face value for each voucher. The customer pays the remaining EUR10 at that threshold.

The EUR10 customer payment is calculated as EUR15 minus EUR5. This illustrates one voucher at the minimum purchase; it is not observed spending and does not establish whether two vouchers can be combined.

The invitation covers fixed-location retailers, craft businesses, personal services and other public establishments with premises and a storefront in the municipality. The council says it will publish the participating-business list later; the announcement does not establish a completed acceptance network or merchant count. [S01]
This is a returning annual scheme. The detailed 2026 rules specify that households will receive their two paper vouchers by post. The October announcement opens merchant registration; it does not establish a new electronic wallet. [S01][S04]
The municipal attachments now establish reimbursement. Merchants must submit the debit-note form and collected vouchers in a sealed envelope to the municipality by January 15, 2027. Reimbursement requires compliant social-contribution documentation, known as DURC. The council promises payment as soon as possible but gives no fixed processing period. [S04]
The reviewed rules do not expressly establish whether the two household vouchers can be combined in one purchase or whether any reusable balance is retained. No such facility is assumed. [S04]
Determination 283 of October 2 commits EUR16,000 to reimburse redeemed vouchers. That budget does not establish completed distribution, merchant payments or incremental retail sales. [S05]
