Ginowan City in Okinawa launched Tropica on September 1, 2026, using Giftee’s e-machi Platform and Tabisaki Nozei service. The digital voucher is a return gift under Japan’s furusato nozei donation system, providing local spending value equal to 30% of the donation. It is not a retail gift card bought at face value. [S1][S2]

Published donation tiers set the local spending allowance

The municipal programme publishes five fixed donation options, from JPY10,000 to JPY1 million. Their Tropica allowances run from JPY3,000 to JPY300,000. These are actual offer terms, not estimates of typical donations or voucher use. People registered as Ginowan residents cannot use this programme, and some goods or services remain ineligible even at participating businesses. [S2]

After registration and credit-card payment, the voucher is delivered immediately to a smartphone. The launch terms give 365 days from donation to use it; the municipal site describes this as one year. Customers scan a participating merchant’s QR code, enter the amount and show the completed-payment screen. Spending is possible in one-yen increments without downloading an app. [S1][S2]

The launch identified five accepting businesses in dining, activities and accommodation and set a target of 50 by the end of 2026. Ryoko Shimbun also reported that planned expansion. The target is not a measured increase in acceptance or proof of higher visitor spending. [S1][S4]

Festival bundles add a separate voucher to admission

The offer also covers MONGOL800 ga FESTIVAL What a Wonderful World!!26, scheduled for November 7 and 8 at Ginowan Marina and Tropical Beach. Donors can choose electronic admission alone or combine it with JPY3,000 in Tropica. The published one-day donation is the same for either date, so the comparison below groups those equivalent choices. [S1][S3]

The voucher-inclusive package requires JPY10,000 more than the corresponding ticket-only donation in both durations.

Donation requirements, not ordinary ticket retail prices or ticket face values. The same JPY3,000 local voucher is added to each bundle; no 30% voucher return is applied to the entire ticket-package donation.

Electronic tickets are exchanged for wristbands at the dedicated event counter after a QR-code scan. The local voucher and admission entitlement therefore have different redemption processes. The municipal festival page states that tickets are limited, allocated in application order, and cannot be resold; donations cannot be cancelled or refunded. Its page reviewed October 19 says the paper-ticket allocation has been exhausted while electronic-ticket offers remain listed. [S1][S3]

The city’s stated aim is to bring event visitors into local shops and attractions. The launch does not quantify donations received, redemption, supplier contract value or additional visitor spending. Giftee’s reported footprint of 141 municipalities nationwide and seven in Okinawa describes its Tabisaki Nozei platform at September 1, not Tropica users or the programme’s merchant network. [S1][S4]
