Guardamar del Segura has approved a November local-spending voucher programme that allows consumers to buy eligible value at half its face amount. Municipal Decree 5808/2026, dated October 8, sets a November 2-15 window for purchasing and redeeming the vouchers, subject to available funding. [S01]
The rules provide denominations of EUR20, EUR50, EUR100, EUR200 and EUR300. Buyers pay 50%, with the remaining half supplied as a subsidy. Each person is limited to EUR150 of subsidy, equivalent to EUR300 in voucher value.
The programme uses EUR271,676 in funding from Diputación Provincial de Alicante. That funding was allocated before the October approval. The new event is the municipality's adoption of this campaign's rules and November spending window. [S01]
Digital delivery, one purchase per voucher
After purchase, consumers are to receive vouchers by email, with an option to print them. Each voucher is associated with the purchaser's identity. At redemption, the customer presents the voucher identifier and identification at a participating business. [S01]
The merchant must link the voucher code to the purchase through the campaign platform. The code is then deactivated, preventing reuse. Each voucher is used for a single purchase, so these instruments operate differently from a gift card that retains a balance across successive transactions.
The rules allow vouchers to be used alongside a merchant's existing discounts or offers. They also state that unused vouchers are not refunded and that no difference between the purchase price and voucher value is returned. [S01]

Merchant participation and assisted access
Ayuntamiento de Guardamar del Segura frames the scheme as support for local retail, hospitality and services. Eligible adults can participate whether or not they are registered residents of the municipality, provided they meet the programme's conditions. The rules also provide for two days of in-person assistance for people who have difficulty buying online, with the municipality to determine the dates. [S01]
Businesses must apply to join and supply the required supporting documents. The rules set October 23 as the application deadline and require merchants to retain purchase evidence for reimbursement. The final participating-business list and actual spending results are not established in the reviewed edict.
For scale, the municipality’s original 2024 decree approved EUR212,395 in provincial support, compared with EUR271,676 in the 2026 rules. Both campaigns provide a 14-day redemption window. This is a two-year comparison of nominal approved budgets, not a measure of merchant sales, actual reimbursements or additional local spending. [S01][S02]

The approved design connects a public subsidy with identifiable, single-use local purchases. Its economic effect will depend on participation and redemption during the November window; the October document reports the programme's terms, rather than completed sales. [S01]
