Kishiwada City is opening its DAN-D premium shopping vouchers to people living outside the city in a second sale, widening a programme whose first round was restricted to residents. The October 16 announcement also makes this round available only through the smartphone app. [S1][S2]
Applications run from October 20 to November 8. Each JPY5,000 unit gives JPY6,500 of spending value, retaining the 30% premium. Applicants can request up to six units, including people who already bought the first-round maximum. If demand exceeds supply, a lottery will determine allocations, which may be smaller than requested. [S1][S3]
The wider eligibility does not make the balance interchangeable across all shops. Each unit contains JPY4,000 reserved for merchants designated for the small-store voucher and JPY2,500 usable across the participating network. That split directs most of the spending value towards the designated small-store category even when buyers come from outside Kishiwada. [S2]

These are the two spending-restriction buckets within the same JPY6,500 unit, not merchant sales, redemption totals or separate subsidies. The all-merchant bucket can also be used at qualifying small stores. No second-sale aggregate allocation is disclosed in these notices.

The distinction is visible at the till: Fishing Max’s Kishiwada store said on October 20 that it accepts the common voucher through the electronic app. Its notice is a merchant’s statement about its own acceptance, rather than evidence that every shop accepts both voucher categories. [S4]
Lottery results are scheduled for November 20, with purchases running from that day to December 4. Second-sale balances can be used from November 20 through January 15, 2027. The programme terms exclude cash conversion and purchases of other gift vouchers or prepaid cards, and provide no refund for unused value after expiry. [S1][S3][S5]
The change gives participating businesses a route to subsidised spending from a broader catchment, while leaving buyers dependent on an app and a fixed redemption deadline. The announcement does not disclose a separate second-sale budget or establish whether the stock comes from unpurchased first-round allocations. It also reports no resulting sales or redemption uplift.
The earlier DAN-D launch covered both digital and paper vouchers. The second-sale notice is a later eligibility and distribution change, rather than a new launch of the underlying programme.
