Kraków’s municipal cemetery authority sought prepaid holiday benefits for 158 employees and 77 children in a September 24, 2026 tender. A later decision dated October 14 selected Edenred Polska for both lots at PLN 221,300 and PLN 26,420 respectively. That decision identifies the chosen supplier; it does not establish that cards have already been delivered or used. [S02] [S08]
Employee benefits vary by allocation band
The employee lot specifies PLN 221,300 in combined purchasing value. Of the 158 planned recipients, 89 are assigned PLN 1,300, 23 receive PLN 1,400, 24 receive PLN 1,500 and 22 receive PLN 1,700. The published documents do not explain the personal eligibility calculation behind those bands. [S04]

The buyer permits an employee’s total allocation to be delivered on two cards. Recipient counts therefore provide a clearer measure than treating the tender’s shorthand reference to 158 cards as a final production quantity. The required cards are bearer instruments, usable nationally and obligatorily within Kraków, with free activation, balance checking and replacement under the technical description. [S04] [S05]
A separate children’s lot adds spending restrictions
The St Nicholas lot assigns ten cards of PLN 280, twelve of PLN 310, fifteen of PLN 340 and forty of PLN 370. Those listed balances total PLN 26,420, the amount stated in the main specification and in Edenred’s selected offer. [S04] [S08]

The children’s cards must work in relevant retail and service categories, including clothing, books, toys, sports and cultural activities, while restricting adult-only purchases. In its September 30 answers, the authority accepted merchant-category-code blocks covering alcohol, tobacco and gambling businesses as sufficient for the tender requirement. This describes a merchant-category control; it does not establish item-level filtering inside a general retailer. [S05] [S06]
The documents contain conflicting totals: the technical appendix labels the children’s lot PLN 22,210 even though its denomination rows match the main specification; the opening report gives a PLN 26,400 lot budget while stating an overall PLN 247,720 budget and a PLN 26,420 bid. The October 14 selection states PLN 26,420. The chart preserves the explicit allocation rows rather than silently reconciling the inconsistent totals. [S05] [S07] [S08]
Cash access and local acceptance drove evaluation
ATM withdrawal costs accounted for 50 points, Kraków acceptance locations for 30, price for ten and validity for ten. The specification required at least 100 local outlets and rejected counting individual tills, terminals or ATMs as separate shops. A supplier challenged the outlet criterion for cards on an open payment network, but the authority retained it in its September 30 response. [S04] [S05] [S06]

Edenred was the sole bidder shown for each lot. The selection tables award it ten price points, zero ATM-cost points, 30 acceptance points and ten validity points, for 50 in each lot. Zero ATM-cost points are not a statement that cash withdrawals are free: the decision gives scores without publishing the quoted withdrawal charge. The specification’s fee-scoring scale and the technical appendix’s 3% withdrawal-fee ceiling also require care when interpreting that result. [S04] [S05] [S07] [S08]
The original notice and main specification require supply by November 24 and validity at least through December 31, 2027, while the draft contract states a November 28 end date. The September 30 answers changed delivery after an order from 48 hours to three working days and moved bidding to October 6 at 09:00 local time. The public selection notice is not a signed final contract resolving the differing end dates. [S02] [S03] [S04] [S05] [S06]
The same answers permit supplier card rules only where they do not conflict with the buyer’s contract. They prohibit additional undisclosed charges and later changes that worsen access, validity or the children’s restrictions. Those procurement-specific protections matter more than assuming that every feature or fee in a supplier’s general card range applies to this purchase. [S06]
