Małopolski Ośrodek Ruchu Drogowego in Kraków is procuring sports-retailer vouchers with PLN 98,000 in combined face value for competition prizes under its EU-supported road-safety programme. The September 28, 2026 specification defines both the denomination mix and the commercial terms; subsequent clarifications and the October 12 opening record belong to the same procedure. [S01] [S02]

The prize order spans twelve denominations

The order contains 468 cards when all twelve published quantity rows are added. Cards worth PLN 100 and PLN 150 account for 200 units each. The remaining denominations range from PLN 200 to PLN 5,000, supporting different prize values without identifying how many individual competition winners will receive them. [S04]

Cards must work at physical and online sports retailers, including at least three qualifying physical shops in Małopolska. The required validity is at least 12 months from issue. Delivery is due within seven working days of signing, at the supplier’s cost, with each card packaged separately and accompanied by its PIN and usage information. The buyer retained that supplied-PIN requirement in its October 6 answer. [S04] [S05]

No card-use or transaction charge may be taken from recipients. The supplier must activate the cards on the day after payment, and the draft contract separates a debit note for the PLN 98,000 load from an invoice for any supplier commission. These operational requirements do not establish a retailer brand or actual distribution date. [S04]

Commission, validity and local acceptance determine scoring

The detailed scoring schedule assigns 80% to commission cost including VAT, 15% to card validity and 5% to the number of qualifying physical sports shops in Małopolska. The commission is assessed separately from the fixed card load. [S04]

The published validity bands award no points for 12 months, 10 points for 13 to 18 months and 15 points for 19 to 24 months. Local acceptance earns no points at the required minimum of three shops, two points for four to 20 and five points above 20. These are tender scoring bands, not evidence of the conditions any bidder ultimately supplied. [S04]

The October 2 clarification permits business-customer verification, while refusing automatic incorporation of an operator’s standard sales and card terms. On October 6 the buyer maintained that refusal because it had not reviewed those terms. The same amendment moved submissions to October 12 at 10:00, with opening at 10:10. [S03] [S05]

The opening record names Edenred Polska and Pluxee Polska and states a buyer budget of PLN 98,196. Its entries are labelled gross value but show PLN 0 for Edenred and PLN 104,689.97 for Pluxee. Because the offer form separately requests card funding and commission, this record alone does not establish comparable total prices, free card funding, a winning supplier or a completed purchase. No award notice was visible in the buyer’s public file when reviewed on October 19. [S01] [S04] [S06]
