La Rinconada has allocated €56,000 to its youth shopping-voucher programme, covering 1,120 awards of €50. The council’s October 5 press report described the value as distributed, but a subsequent official resolution published on October 15 records 102 beneficiaries who had not collected their vouchers and reassigns those awards to reserve applicants. The total allocation remains unchanged. [S01] [S05]

The municipality funds the allowance for residents aged 18 to 35. Its earlier award notice describes each €50 allocation as two €25 vouchers, rather than one transferable cash payment. The vouchers restrict purchasing value to the programme's local acceptance network. [S01][S03]

Local acceptance and the reserve-list reassignment

The council's September 29 collection notice lists 30 participating establishments. They span clothing, footwear, stationery, books, electronics, gifts and other local services, giving recipients a choice of businesses within the municipality. The notice sets October 31, 2026 as the final redemption date. [S02]

The principal collection session was scheduled for October 2 at the Santa Cruz multifunctional centre, with appointments split into two groups. Recipients unable to attend were given three subsequent working days to collect their allocation. Uncollected vouchers then pass to people on the reserve list in order. [S02]

The October 5 press report described the collection event as free of queues or crowding and said Mayor Javier Fernández and commerce officials attended. That account is not proof that all awards were collected: the later resolution explicitly records 102 uncollected allocations. The stated purpose remains to introduce younger residents to nearby businesses while directing the publicly funded allowance into local commerce. [S01] [S05]

The October resolution cancelled 102 original awards and granted 102 replacements in reserve-list order. Subtracting those cancellations from the original 1,120 leaves 1,018 retained allocations. This describes the legal composition of the unchanged award total, not verified collection by the replacement recipients or spending at shops. The new recipients were given three working days from the day after publication to collect their vouchers. [S05]

Awarded value does not establish spending results

The scheme expanded beyond its original announcement. The April plan envisaged 120 awards of €50, with a €6,000 budget; the October resolution confirms 1,120 awards and €56,000. These are different programme stages, not a comparison of actual purchases or redemption growth. The reviewed documents do not explain the intermediate formal budget amendment. [S04] [S05]

For merchants, the relevant next stage is redemption before October 31. Each €25 voucher must be used in a single purchase of at least €25, without splitting it or receiving a refund or residual balance. The €56,000 is the unchanged awarded allocation, not a verified total collected, redeemed or paid to merchants. No measurement of additional sales generated by the vouchers was disclosed. [S02] [S05]
