Ville de Limoges has opened a supplier competition for digital culture vouchers to reward baccalaureate graduates living in the French city. Its 30 September 2026 notice sets an EUR 87,000 ceiling excluding VAT across the possible contract term. The full consultation rules narrow the intended recipients to resident graduates who obtained the “très bien” distinction. [S01] [S02]
Technical delivery carries most of the award score
The consultation will select one operator without separate lots. Its rules allocate 70 of 100 possible points to technical value, 20 to service price and 10 to digital sobriety and the solution’s environmental footprint. These criteria show what the buyer will assess before appointing a supplier; they do not report the performance of an operating programme. [S02]

Within the technical allocation, order handling, e-voucher distribution and invoicing account for up to 20 points. Order and consumption monitoring, beneficiary access and use, the breadth and diversity of the partner network including local partners, and handling anomalies, cancellations and reassignments each account for up to 10. Validity management and messages to beneficiaries each carry up to 5. These are components of the same 70-point technical score, not additional points. [S02]
Bidders must provide three existing high-resolution PDF communication examples, including at least one email or digital message, with their intended audience, purpose and context. The city expressly says it is not requesting newly created examples. The rules also require a completed personal-data protection questionnaire and state that environmental execution conditions form part of offer compliance. [S02]
The notice gives an indicative estimated value of EUR 45,000 excluding VAT alongside the EUR 87,000 maximum. They serve different purposes: neither is completed voucher distribution or supplier revenue. The notice describes an initial year from notification, renewable twice for a maximum of three years, while its date fields show 30 November 2026 to 11 November 2027. Those date fields are retained as published and are not used to recalculate the stated term. [S01] [S03]
Offers are due on 30 October 2026 at 12:30 local time. The rules envisage negotiating with the three highest-ranked initial offers but allow an award on the initial offers without negotiation. Price scoring compares each offer with the lowest eligible offer, while the other criteria use specified qualitative scoring bands. [S02]
This is a supplier-selection opportunity for a digital benefit, not evidence that the graduate-reward initiative itself is new. The official notice and consultation rules do not disclose an awarded operator, actual recipient volumes or measured redemption. A spending ceiling and a weighted selection method establish purchasing limits and priorities; realized programme scale will depend on the orders and awards that follow. [S01] [S02] [S03]
