ONE FUKUOKA BLDG.’s shopping association has announced a 2026 digital voucher issue with ¥240 million in potential spending value at participating businesses inside the Fukuoka complex. The programme offers 20,000 lots, each providing ¥12,000 of vouchers for a ¥10,000 purchase through PayPay. [S01] [S02]

The facility’s official event index dates the announcement to September 18. Sales opened at 10 a.m. on October 1, with both the sales period and redemption period scheduled to end on December 31. Sales can close earlier when the allocation is exhausted. [S01] [S02] [S03]

A 20% premium within a defined merchant network

The published allocation corresponds to ¥200 million paid by purchasers and an additional ¥40 million in redeemable value, calculated from the 20,000 lots shown in the official programme artwork. Those figures describe the offer’s capacity; they are not reported sales or redemption totals. The issuer materials do not specify the programme’s separate funding and administrative costs. [S01]

PayPay’s terms allow people aged 12 and above to buy regardless of where they live, subject to identity verification. Each buyer may acquire up to 20 lots, taking a maximum ¥200,000 purchase to ¥240,000 in usable value. The ONE FUKUOKA BUILDING. shopping association is identified as programme operator and PayPay as its contracted service provider. [S02]

Acceptance is narrower than the building’s full tenant list. Named exclusions include CHANEL, NIKE, Starbucks, Lawson, ONE FUKUOKA HOTEL and several food and service outlets. Online orders are excluded, and PayPay directs users to the participating-store map. The voucher also cannot be used to acquire highly cash-convertible products or pay government fees. [S01] [S02]

Redemption and loyalty have separate rules

Purchasing vouchers does not earn the facility’s LINE mini-app points. Spending them at eligible stores can earn those points under the facility’s published rules. Purchased vouchers cannot be cancelled or refunded, and unused value expires without repayment at the deadline. [S01] [S02]

The current loyalty rules, checked on October 18, also provide annual rank bonuses: 500 points for Silver and 1,000 for Gold. These ranks require 500-1,999 and 2,000-4,999 eligible points respectively during the assessment year. The bonus is separate from the voucher premium and is programme context, not evidence of how many voucher users earn or redeem rewards. [S04]

Current terms are not established as the exact September 18 version. These are promised annual rank bonuses, not measured redemption or retention. Bronze has a dash and higher ranks have unquantified premium services, so no numerical values are assigned to them.

For merchants, the mechanism commits a buyer’s money to a restricted network before the eventual purchase and increases the value available inside that network. Its commercial effect will depend on how much of the allocation sells and whether subsequent purchases add to existing demand. The announcement provides the operating limits but no evidence of that outcome yet.
