Onil has allocated EUR157,086 of public matching support to its 2026 Bono Consumo campaign, using gift cards to direct subsidised spending into participating local businesses. [S01] [S02]

The municipality adopted and published its campaign rules October 1. A later mayoral decree opened applications October 13, while the current official application portal sets October 26 as the deadline. The applicant window is a later operating stage of the same campaign. [S03] [S04]

Half the card value comes from the buyer

The rules say residents contribute 50% of the card’s face value and municipal support supplies the other half, subject to available credit. The attached EUR100 application explicitly requires proof of a EUR50 contribution and names Caixa Popular as the collaborating bank. [S02]

An early paragraph and the attached applications label other card tiers differently. The 50% matching rule and EUR100/EUR50 example are explicit; the conflicting tier labels do not support a reliable full denomination table.

A bank card at the merchant’s existing terminal

Following approval, the municipality distributes cards issued through the collaborating bank. Recipients can make several purchases until the stored balance is exhausted, using participating merchants’ ordinary payment terminals. A working terminal is a requirement for merchants joining the programme. [S02]

The arrangement makes the card the spending instrument, while the municipality controls eligibility and distribution. It is more than a promise to reimburse an invoice after a resident shops.

Eligible adult residents may receive one card in the round. Spending runs from receipt through December 8. Cash redemption is prohibited, and merchandise returns produce a merchant credit note rather than money being refunded to the gift card. [S02]

The public appropriation measures available matching support, not completed card issuance or retail turnover. The reviewed documents disclose no approved card count, merchant count, bank fee or redemption results. They also do not identify a card-network brand.

The municipality’s official 2024 notice allocated EUR124,681 to that campaign, compared with EUR157,086 in the 2026 rules. These nominal appropriations describe the public support available to fund card balances. They do not report the value merchants actually received, and the two-year comparison does not establish a year-on-year trend. [S05][S06]
