PayPay has announced three municipal digital-voucher programs that will offer residents more local spending value than the amount they pay, with premiums ranging from 25% to 40%.

The September 30 disclosure covers Adachi in Tokyo, Fujieda in Shizuoka and Ikeda in Osaka. Applications or sales begin in November, with the Fujieda and Ikeda vouchers available for spending from December. These are announced future programs, rather than schemes already open for purchase.

Each uses PayPay's voucher infrastructure to restrict redemption to participating businesses designated by the municipality and PayPay. The local authority organizes the initiative, while PayPay operates in cooperation under an outsourced arrangement, the company said.

Three prices, three spending allowances

Adachi residents aged 12 or older will be able to buy ¥5,200 in voucher value for ¥4,000 from November 2, a 30% premium. Sales run through November 30 on a first-come basis, with a maximum of ten units per person. Redemption continues until March 7, 2027.

Fujieda offers ¥5,000 in value for ¥4,000, a 25% premium. Residents aged 12 or older at application can seek up to ten units during November. Those who obtain a purchase entitlement can buy from December 1 through January 15, with redemption ending February 28, 2027.

Ikeda's second round offers ¥7,000 in value for ¥5,000, a 40% premium. Eligible residents aged 12 or older can apply for up to three units in November. Purchase and redemption both run from December 1 through January 31, 2027.

At the announced limits, the extra value is ¥12,000 in Adachi, ¥10,000 in Fujieda and ¥6,000 in Ikeda. Those amounts require the respective maximum purchases and any applicable allocation conditions; they are not cash payments to every resident.

Gift-value technology with local restrictions

Adachi divides each bundle into ¥3,200 usable across designated participating stores and ¥2,000 reserved for designated smaller stores. That allocation matters commercially: part of the additional spending capacity must reach the smaller-business portion of the network rather than being available at every participating merchant.

Although bought for resident spending, the schemes use the same basic commercial mechanism as restricted gift certificates: a specified face value is redeemed within a defined acceptance network. The geographic, merchant and validity limits determine where that prepaid value can circulate.

PayPay said its local-government collaborations began in July 2020 and have reached approximately 500 municipalities across more than 1,100 campaigns. That broader total includes campaigns with different structures and should not be read as a count of these digital-voucher programs alone.

The company said final participating-store details would be published later and that schedules could change following consultation with local authorities. The September announcement establishes the planned purchase terms and windows, while the eventual merchant lists will define the practical redemption reach.

The municipal guidance supplies further operating detail. Fujieda caps its offer at 119,000 units, may allocate by lottery if applications exceed supply, and requires winners to buy their full allotted quantity. Adachi’s page, updated October 14, also lists a second sales window from December 8 to February 28 for people aged 12 or older regardless of residence, with a separate ten-unit limit. These later details should be checked alongside the original September announcement before purchase.
