Podlaski Urząd Wojewódzki w Białymstoku is seeking 732 employee gift cards with PLN 877,600 in combined face value. Its September 22, 2026 procurement gives greater weight to documented local merchant discounts than to price. The current documents remain a purchasing specification, with no appointed supplier identified in the public file reviewed on October 19. [S01] [S02]

Three denominations define the planned employee allocation

The specification divides the order into 514 cards worth PLN 1,100 each, 74 worth PLN 1,300 and 144 worth PLN 1,500. Their respective face-value totals are PLN 565,400, PLN 96,200 and PLN 216,000. The cards are benefits financed from the workplace social fund, and the buyer requires common acceptance and expiry arrangements across recipients. [S04]

The September 25 clarification, published in the September 28 amended notice, requires plastic payment cards and excludes a virtual-only offer. Each card must have an envelope, be activated by delivery and remain valid through at least December 31, 2027. Recipients must receive the full face value without usage charges or commissions. Delivery is due within 14 days of signing. [S03] [S04] [S05]

The draft contract allows unused cards worth up to PLN 25,000 to be returned by December 31, 2026 and additional cards worth up to PLN 15,000 to be ordered. These are separate contractual allowances, not evidence that the initial PLN 877,600 allocation has changed. [S04]

Discount coverage must be documented at outlet level

Bidders can earn up to 80 points for qualifying Białystok discount outlets and 20 for price. The outlet score is proportional to the largest qualifying network offered. A signed list must identify each outlet, its discount, the relevant goods or services and the discount period; omitting the list earns no points on this criterion. [S04]

The data behind the story

Qualifying local discounts carry 80% of the score

The published award model separates the number of qualifying discount outlets from the offer price.

A qualifying discount must run at least from December 1, 2026 through January 31, 2027 and provide at least 5% off or PLN 20 off, without conditions such as minimum or maximum purchase values. These alternative discount thresholds use different units and do not establish a common percentage saving for every cardholder. [S04]

The October 13 answer expressly rejects an offer restricted to one grocery chain. The October 8 answer permits the supplier’s published standard terms only where they do not conflict with the procurement contract; any KYB process must not change its signing timetable or wording. No issuer, merchant list or achieved discount coverage can yet be inferred from those requirements. [S06] [S07]

Bids are due October 22. The written specification states 10:15 and the September clarification moves opening to 10:30. The browser displayed both one hour later during this review; those displayed times are not treated as a further formal amendment. [S01] [S03] [S05]
