Poznań’s Wielkopolskie Centrum Pulmonologii i Torakochirurgii opened its employee prepaid-card procurement on September 29, 2026. The specification calls for 773 cards with a combined nominal value of PLN 639,935. Subsequent buyer records show two offers and the selection of Pluxee Polska on October 13. [S02] [S03] [S04] [S05]

Price and local discounts shaped the evaluation

Price carried 60% of the available score. The remaining 40% depended on the number of card-accepting outlets in Wielkopolska declaring additional discounts for cardholders. The specification scores price against the lowest offer and the outlet count against the largest declared network, making the regional discount footprint a distinct part of the competition. [S02]

Cards must be PIN-protected, inactive during transport and activated collectively after an authorised instruction. The buyer requires free balance checking, at least 12 months of validity from delivery and individually packed cards grouped to its allocation list. That list is to be supplied only to the selected bidder, so the public documents do not disclose individual employee allocations. [S02]

The buyer may reduce card numbers and loads by up to 10% according to staffing. Delivery remains due within seven days after contract signature. The October 5 clarification moved the offer deadline from October 7 to October 9 and resolved inconsistent payment clauses in favour of seven days. It did not replace the procurement terms with a bidder’s standard product conditions. [S02]

Equal prices left the declared outlet network decisive

Both Edenred Polska and Pluxee Polska offered PLN 639,935 gross, according to the October 9 opening record. Their declared regional discount-outlet counts differed: 1,917 for Edenred and 2,643 for Pluxee. These are the figures offered for this tender’s criterion, not the providers’ total acceptance networks. [S04]

The October 13 result gives both bidders 60 price points. Edenred received 29 network points and 89 overall; Pluxee received 40 network points and 100 overall. The buyer selected Pluxee’s offer, with no rejected bids recorded. The notice describes supplier selection and a minimum five-day interval before contract signature; it does not itself prove that cards had been delivered or used. [S05]

The distinction between ordinary acceptance and additional discounts remains important. Pluxee’s own guidance says acceptance varies with the programme and card variant. Its wider product marketing therefore cannot establish the exact terms, available discounts or utilisation of these hospital cards. The buyer’s specification and reported bids supply the relevant comparison. [S02] [S04] [S06]
