Region Värmland is seeking suppliers of local and digital gift cards for employee gifts and blood-donor gifts in a procurement whose revised estimated value is SEK 24 million excluding VAT. The regional authority’s tender covers nine lots and complements its separate procurements of selectable staff gifts and blood-donor gifts. [S01] [S03]

A higher estimate leaves the service requirements and actual demand distinct

The original notice, issued on 11 September and published by TED on 14 September 2026, estimated the procurement at SEK 8 million excluding VAT. Version 02, issued on 21 September and published on 22 September, explicitly changed that estimate to SEK 24 million. The amendment states the new value but does not explain the increase or establish an equivalent change in expected card volumes. [S02] [S03]

The eight local-card lots cover Karlstad, Arvika, Kristinehamn, Säffle, Sunne, Hagfors, Torsby and Filipstad. A separate digital-card lot requires a web shop offering a broad choice of participating purchase locations. The authority describes approximately 8,500 employees, but that workforce count is neither a guaranteed recipient count nor a basis for dividing the procurement estimate into a per-person entitlement. [S03]

The notices describe an initial two-year framework with two possible 12-month extensions. Their outer delivery dates run from 1 December 2026 to 30 November 2030. The tender deadline was 13 October 2026; the records reviewed here are procurement notices and do not establish a supplier award or committed orders. [S02] [S03]

In a buyer answer dated 22 September, retained from the original source, Region Värmland rejected a proposal to activate and invoice local blood-donor cards when the physical cards were dispatched. It said the number of cards selected, their value and the time of selection at a GeBlod reception could not be predicted. The requirement remained to provide inactive cards at the relevant reception and describe the activation procedure. That operational uncertainty matters when interpreting the headline estimate: available cards and forecast purchasing capacity are distinct from cards actually chosen and loaded. [S04]

The notices also specify environmental requirements for card materials and direct bidders to the administrative requirements and other procurement documents. The public e-Avrop links returned “No access” during the 19 October review, so the retained September clarification is not presented as a newly checked later amendment. The two TED versions independently support the value revision and the published lot structure. [S02] [S03] [S04]
