Seoul Metropolitan Government has published a Shinhan Bank certificate showing KRW137,898,427,281 across 16 voucher-linked and other prepaid accounts at June 30. The city posted the disclosure October 2; the bank issued the certificate October 1. [S01]

The largest listed position is KRW124,699,816,438 for personal SeoulPay metropolitan vouchers. The report is a snapshot of balances, not a measure of voucher sales during the period or the amount spent by recipients. [S01]

A selected subset of the certificate, not the entire 16-account total. Balances do not measure sales or redemptions. The large personal SeoulPay account makes the other balances visually smaller; the data table retains the exact amounts.

The selected voucher rows do not exhaust the certificate. Other entries include health-programme funds, disability bus-fare refunds, interest settlement and additional prepaid categories. The combined total should therefore not be described as retail gift-card principal alone. [S01]

What the certificate does and does not establish

The city presents the posting as a periodic disclosure of voucher operating funds. The certificate identifies account balances and the date to which they relate; it does not provide a previous-period comparison or a complete matching liability denominator. [S01]

The certificate also separates Wrist Doctor 9988 health-programme funds, disability bus-fare refunds and Seoul Kids Cafe Money. These named balances illustrate why the combined figure covers more than ordinary retail gift-card principal. [S01]

Selected account balances with different programme purposes, using the same currency and date. They are not a single retail gift-card category or a measure of programme participation, and are not the full remainder of the certificate. No liability denominator or earlier-period comparator is supplied.

The reviewed disclosure consequently does not establish growth in sales, full coverage of outstanding obligations, independent audit assurance or the amount held in October. Those claims would require evidence beyond this balance certificate.
