Seoul Metropolitan Government has doubled payment cashback on its online metropolitan Seoul Love vouchers from 5% to 10% for qualifying delivery and pickup orders, while raising the individual monthly purchase cap from KRW300,000 to KRW500,000. The September 29 announcement sets the changes for October 1 through year-end. [S01]

The vouchers already carry a 10% purchase discount. Cashback is a separate payment-linked benefit: the city says 10% of qualifying payment value will be returned on the 20th of the following month when the voucher is used through Seoul Delivery+ Ddangyo. It is not an additional instant reduction at checkout. [S01]

A delivery channel rather than unrestricted retail value

The change concerns the online metropolitan voucher and the public delivery platform operated with Shinhan Bank. The purchase cap, delayed refund and participating-order conditions define the offer; adding the two percentages does not establish a universal 20% discount across Seoul retail spending. [S01]

The city separately describes October-November offers at designated Han River park delivery zones, with order thresholds, coupons and additional voucher refunds. Those location-specific promotions are not the standard conditions for every voucher purchase or delivery order.

The announcement changes terms, not measured outcomes

Seoul says the policy aims to ease household dining costs and support local merchants. The release does not quantify spending generated by the increased cashback, programme-wide redemption or the fiscal cost of the new terms. Announced platform membership is also distinct from the number using this voucher benefit. [S01]

The verified development is the change in cashback and purchasing limits for a defined period. A customer’s actual benefit depends on eligible purchases and later payment-linked returns, rather than the headline purchase discount alone.
