Völklingen has launched a local multi-merchant gift voucher issued by GWIS Völklingen, working with the City of Völklingen and the Völklinger Wirtschaftskreis. The original October 12 announcement makes the administration of voucher-sale receipts a central part of the new arrangement. [S01]

GWIS says it will manage those receipts itself, while Stadtguthaben supplies the technical processing. The issuer says this reduces direct dependence of voucher assets on the continued operation of a technical service provider.

Issuer and technology roles are separate

The consumer terms identify GWIS as the issuer and say money received from buyers will be deposited in one or more accounts at German banks. They do not establish a segregated trust, a deposit guarantee for voucher holders or protection against the issuer’s own insolvency. [S03]

The voucher is available in credit-card-sized physical form at the city citizen office and tourist information, and through the online programme. The terms also provide for digital or PDF delivery and postal delivery when available. Online orders sent by post require activation. [S01] [S03]

Balances can be spent across participating businesses

The programme supports reloading and partial redemption across participating merchants, restaurants and service businesses. Vouchers are not issued to a named individual and are transferable. Their balance can be checked online using the card details. [S02] [S03]

Partial redemption does not guarantee split tender. If the remaining balance cannot cover the bill, the terms permit a merchant to require payment of the whole amount through a single payment method. Each load also has its own validity: the terms state three years after the year of issue, so one card can contain amounts with different expiry dates. [S03]

GWIS has not disclosed total issuance, redeemed value or measured local-sales effects in the launch announcement. Its statements about supporting local businesses describe the programme’s intended purpose, rather than a demonstrated economic result.
