The Department of Gironde has opened a separate gift-card lot within its staff-benefits procurement, covering cards for personal and professional life events. The public notice appeared October 15; its document issue date is October 13. [S01]

The gift-card requirement is lot 2. Lot 1 covers meal benefits, including provision for employees without nearby administrative catering. The two purposes share a procurement notice but remain separate purchasing lots.

Separate ceilings for gift cards and meal benefits

The notice gives an overall estimate of EUR13.6 million for both lots over the initial and possible renewal periods. The buyer's detailed consultation rules separately cap gift-card orders at EUR800,000 excluding VAT per two-year period, compared with EUR6 million for meal benefits. These are maximum purchasing amounts, not guaranteed orders or new card issuance. The combined total should not be described as a gift-card budget. [S01] [S04]

The buyer says its existing meal and gift-card arrangements have undergone early renewal. This competition prepares the next purchasing arrangement; it does not establish that the department is offering these staff benefits for the first time.
