Chile's Municipalidad de Independencia has sought 700 gift cards for vulnerable residents to buy food, cleaning products and personal-hygiene items. Tender 584264-40-LE26 was published on September 22 through Mercado Público. [S01]

Each requested card has a nominal value of CLP50,000, giving the original 700-card requirement CLP35 million of base spending value. The intended recipients include households experiencing socioeconomic hardship or social emergencies. The subsequent award adds a supplier-funded bonus to each card. [S01][S02]

The competition places substantial weight on how much usable value and acceptance a supplier can provide. Bonuses per card carry 40% of the evaluation score and coverage accounts for 30%. Delivery time represents another 10%; other criteria address contractual performance, formal requirements and supplier characteristics. [S01]

Cards with validity below 12 months are grounds for rejection. The tender also rejects offers whose nominal card value is below CLP50,000. [S01]

Bids closed on September 30. The later October 16 award decree selects Sociedad de Confecciones Cler Limitada for CLP35 million, exempt from VAT, and specifies CLP50,000 plus a CLP3,000 bonus on each of the 700 cards. The competing offer was declared inadmissible because it omitted the required institutional artwork. Contract formalisation and a purchase order follow the award; completed card distribution or redemption is not established. [S02]
